An advertising dashboard may show twenty conversions while the sales team remembers only five useful conversations. That difference does not automatically mean either side is wrong. They may be counting different things, using different dates or seeing repeated events. A clear measurement plan gives both teams a shared definition.
Define what each event proves

Begin with observable actions. A visitor can open a form without submitting it. A WhatsApp click can open an application without creating a conversation. A call button click does not prove that a call connected, lasted long enough to matter or concerned your service.
Successful form submission is a stronger signal than form interaction, but even a submitted form may be spam or a duplicate. Qualification requires business context. Agree on criteria such as service fit, supported location, genuine contact details and a relevant need.
| Stage | What it establishes | What it does not establish |
|---|---|---|
| Contact button click | Intent to open a contact route | Completed enquiry |
| Successful form submission | Information was sent successfully | Suitable prospective customer |
| Connected conversation | Contact occurred | Commercial qualification |
| Qualified lead | Agreed criteria were met | Closed sale |
| Confirmed customer | A defined sale occurred | Final profit after all costs |
Use distinct names for these stages in reports. Calling every event a “lead” makes the campaign appear more productive and prevents meaningful comparison with the sales team’s records.
Choose a meaningful optimization signal
Google Ads supports measurement of valuable actions following ad interaction. [1] Decide which actions represent the campaign’s intended outcome and which are useful supporting observations. A page view or scroll can help explain behaviour, but it should not casually carry the same importance as a qualified enquiry.
For a new campaign, you may initially have more reliable website submission data than downstream sales data. Document that limitation. Improve the feedback process so future decisions can consider qualification and customer outcomes rather than remaining permanently tied to the easiest event to collect.
Avoid counting the same website action twice through overlapping implementations. For example, check whether a direct advertising tag and an imported analytics event represent the same submission. Use the account’s current conversion configuration and test the reporting behaviour instead of assuming every available conversion should be enabled equally.
Test the customer journey end to end
Send a clearly labelled test enquiry from the actual landing page. Confirm that validation works, the success event appears once, and the business receives the enquiry. Repeat on a mobile device and test the error path, because a failed form should not trigger a successful-lead event.
Check what happens when the thank-you page is refreshed or opened directly. A setup that counts each visit to that page may inflate submissions. Where the site supports it, tie measurement to a confirmed submission and use an appropriate deduplication method.
Test call and messaging routes separately. Record whether you are measuring a link click, an actual conversation or a qualified outcome. Call measurement capabilities can vary by setup and market, so confirm availability for the relevant account and country before promising recorded calls or detailed attribution.
Connect website activity with qualification
Give sales staff a small set of consistent outcome labels: new, contacted, qualified, unsuitable, duplicate and customer. Add a reason for unsuitable enquiries, such as unsupported location or wrong service. Those reasons can guide targeting and landing page improvements.
Where supported, a CRM and offline conversion workflow can connect later outcomes back to advertising. Implementation should follow the platform’s current requirements and the business’s applicable consent and data handling obligations. Keep private contact data out of public URLs and campaign names.
If the business lacks a CRM, start with a controlled lead register. It should record enough to reconcile enquiries without copying customer information into every marketing spreadsheet. Assign one person to maintain the definitions and resolve duplicate records.
Read disagreements before changing the campaign
Advertising, analytics and CRM reports may attribute activity differently and record events on different dates. Compare definitions, windows, time zones, consent effects and duplicate handling before concluding that tracking is broken.
A hypothetical campaign with 40 contact clicks, 15 actual enquiries and 6 qualified leads should report all three counts separately. At PKR 24,000 spend, the costs are PKR 600 per click action, PKR 1,600 per enquiry and PKR 4,000 per qualified lead. Only the last figure answers the qualification question.
Use the gaps to find the next investigation. Many contact clicks but few conversations may indicate a broken route or user hesitation. Many conversations but few qualified leads may indicate targeting or offer mismatch. Neither pattern alone proves the cause.
Frequently asked questions
Is a WhatsApp click a conversion
It can be measured as an interaction, but it is not proof of a message or qualified lead. Label it accurately and verify downstream outcomes separately.
Should every form submission count as a qualified lead
No. Qualification requires the agreed business criteria, plus removal of spam and duplicates.
When should I check tracking again
After changes to forms, templates, consent settings, plugins or the website domain, and whenever reported activity diverges unexpectedly from received enquiries.
